ABSTRACT
This study evaluates implementation of society empowerment program in the East Java Province. that program is called KDP (Kecamatan Development Program). It is found that PPK has hit the target, that is poor district. The target precision is measured from physical condition oh respondent house, which is connected positively with respondent income. It means that the more lower the respondent income, the more worse their house condition. At micro level, PPK through its micro credit, enables to create average additional income 10% per year for its borrower. This study observes a success of woman group in making use credit micro, and there is a strong Spearman relationship between frequency of the group meeting and the group default in credit. In the culture of rural society, many women are strongly demanded to take care of their domestic problems, so that they feel expensive to leave their house (let alone their village) for a long
time. This role enables rural women to interact each other intensively within their group, so that social coordination within them could be realized. For a rural women with debt, running away from her group is more expensive than thinking seriously to pay her debt to her group.

ABSTRAK
Studi ini mengevaluasi pelaksanaan program pemberdayaan masyarakat di Propinsi Jawa Timur. Program itu bernama PPK (Program Pengembangan Kecamatan). Ditemukan bahwa PPK sudah mengenai sasarannya, yaitu kecamatan miskin. Ketepatan sasaran itu diukur dari kondisi fisik rumah responden yang ternyata berhubungan positif dengan pendapatan responden. Ini berarti semakin rendah pendapatan responden, the semakin buruk kondisi fisik rumahnya. Pada tingkat mikro, PPK--dengan kredit mikronya—mampu menciptakan tambahan pendapatan 10% per tahun bagi peminjamnya. Studi ini melihat keberhasilan
perempuan dalam memanfaatkan kredit mikro dan menemukan adanya korelasi yang kuat antara frekuensi pertemuan kelompok perempuan dan besarnya tunggakan cicilan kelompok itu. Dalam kultur masyarakat perdesaan, kaum perempuan dituntut untuk lebih banyak mengurusi masalah-masalah domestiknya, sehingga mereka merasa mahal untuk berlama-lama meninggalkan rumahnya, apalagi meninggalkan desanya.
Peran ini memungkinkan kaum perempuan untuk secara intens berinteraksi dengan kelompoknya, sedemikian rupa sehingga fungsi social coordination bisa lebih sering terjadi. Peran ini pula membuat perempuan lebih memilih untuk memikirkan secara serius bagaimana membayar utang kepada kelompoknya, daripada menanggung rasa malu karena menunggak utang itu.
